Deseret Chemical Depot

4/2/08 - The Deseret Chemical Depot will hold a public information meeting at the Tooele Chemical Stockpile Outreach Office for a Class 2 Modification (08.00908) to its Tooele Chemical Agent Disposal Facility (TOCDF) Permit at 6:00 p.m.  TOCDF has Mustard “ton containers” (TCs) whose contents have solidified over the years to such a degree, that the currently-configured Bulk Drain Stations (BDSs) are unable to effectively remove an adequate portion of the TC contents.  Due to the amount of solidification of the TC contents, each BDS needs to be modified to increase its ability to remove Mustard from the TC.  Each BDS is to be modified by installing a Heel Transfer System (HTS).  Following treatment, both the original TC and the receiving container will be thermally treated in the Metal Parts Furnace.  Comment period: 3/6/08 – 5/5/08.  Contact: Tom Ball

4/16/08 -  The Deseret Chemical Depot (DCD) will hold a public information meeting at the Tooele Chemical Stockpile Outreach Office for a Class 2 Modification (08.01109) to its Tooele Chemical Agent Disposal Facility (TOCDF) Permit at 6:00 p.m.  TOCDF is proposing revisions to the TOCDF permit that would remove the Metal Parts Furnace (MPF) Primary Combustion Chamber (PCC) temperature related Discharge Airlock (DAL) Low Temperature Monitoring (LTM) triggers when processing Mustard munitions and bulk containers.  This modification request also proposes to specify separate temperatures for VX and Mustard to which the DAL must be cooled before LTM can begin.  Comment period: 3/20/08 – 5/19/08.  Contact: Deb Ng

4/16/08 -  The Deseret Chemical Depot (DCD) will hold a public information meeting at the Tooele Chemical Stockpile Outreach Office for a Class 2 Modification (08.01110) to its Tooele Chemical Agent Disposal Facility (TOCDF) Permit at 6:00 p.m.  TOCDF is proposing revisions to the TOCDF permit that would allow Metal Parts Furnace (MPF) processing of the last remaining DCD stockpile of 4.2” HT Mortars.  Comment period: 3/20/08 – 5/19/08.  Contact: Deb Ng


Dugway Proving Ground

4/22/08 - Dugway Proving Ground will hold a public information meeting at the Tooele County Courthouse at 7:30 p.m. for a Class 2 Modification (08.00990) to its RCRA Part B Permit.  The proposed modification would update the Alternate Environmental Coordinator provided in the facility contingency plans, revise the point of contact in all Module VII Attachments, revise post-closure plans located within Attachments 3 (HWMU2) and 6 (HWMU 128) of Module VII to remove groundwater sampling details and insert references to the appropriate Groundwater Management Area plans where groundwater monitoring details are provided, and simplify the biennial reporting periods so all sites have the same reporting years.  Comment period: 3/11/08 – 5/10/08.  Contact: Doug Taylor


Tooele Army Depot

4/17/08 – Tooele Army Depot will hold a public information meeting at the Tooele County Courthouse at 6:00 p.m. for a Class 2 Modification (08.00900) for its Hazardous Waste Storage, Incineration, and Open Burning/Open Detonation (OB/OD) Permit.  The modification proposes to update Module VI permit conditions specific to OB/OD operations and Attachment 1, General Facility Description, to reflect the recommendations and information of the updated Risk Management Plan (RMP).  Comment period: 3/6/08 – 5/5/08.  Contact: Connie Rauen

4/17/08 – Tooele Army Depot will hold a public information meeting at the Tooele County Courthouse at 6:00 p.m. for a Class 2 Modification (08.00945) for its Hazardous Waste Storage, Incineration, and Open Burning/Open Detonation (OB/OD) Permit.  The modification would remove liquid storage from the capabilities listed for Igloo A-101 as well as make some administrative corrections.  Comment period: 3/11/08 – 5/10/08.  Contact: Connie Rauen

Public Comment Periods:

ATK Launch Systems Inc., Bacchus Works

The Executive Secretary of the Utah Solid and Hazardous Waste Control Board is proposing to approve a Site Management Plan (SMP) and Environmental Covenant (EC) for Buried Waste Site #1 (BW-1) at ATK Launch Systems Inc., Bacchus Works.  BW-1 was an interim status hazardous waste (HW) landfill.  A closure plan for BW-1 was approved in 2001 and the closure certification was approved 4/13/07.   ATK elected to do an industrial land use closure since it was unable to remove all residual waste from BW-1.  The SMP identifies how ATK will control the land use, access and manage activities at the site.  The EC will be attached to the property deed for the BW-1 site and cannot be removed without the consent of the Executive Secretary of the Board.  Comment period: 5/1/08 – 5/30/08.  Contact: Bill Wallner or Dave Larsen

Proposed Rule Changes:
Milestones

Deseret Chemical Depot’s Chemical Agent Munition Destruction System (CAMDS) submitted to the DSHW a Class 2 permit modification (08.00434) on January 31, 2008 to its RCRA Part B permit.  CAMDS proposed to change the monitoring requirements for the HVAC filter stack Near-Real Time (NRT) monitors by changing the requirement for analysis of DAAMS tubes co-located with HVAC filter stack NRTs when they are off-line.  In the past, the DAAMS were pulled if the NRT was off-line for five cycles  The proposed change is to extend the requirement to ten cycles.  Following the 60-day public comment period and an information meeting held by CAMDS, the modification was approved April 28, 2008.  For further information regarding this modification, contact Michelle Weis at (801) 538-6170.
